Mayor Deb Higgins was surprised by the majority outcome of the 2015 federal election.
"Everyone you spoke to, all the polls you were seeing, they all expected it to be a new government, but everyone, I think, had the expectation that it would be a minority government," she said.
"That was obvious the last couple days before the vote. They were talking about coalitions and what the process it. So I think it took everyone by surprise."
