A few moments after Mayor Deb Higgins pushed ‘enter,’ a noise echoed in the building.

This signaled the first lowering of the new dam on Manitoba Expressway at Third Avenue Northeast on Wednesday afternoon.

“This new dam will allow the city to better control water levels here in the Moose Jaw River and will help protect the city during emergency flooding situations,” she said.
