Residents frustrated over certain roads might have to put up with it for a while.

"It's not, I don't think, a good use of your resources if we pave roads when we know that the infrastructure underground is crumbling," said Mayor Deb Higgins.

"So there will be some roads that are frustrating until we can get the infrastructure replaced and rebuild the road on the surface, but we'll continue with the paving program in areas where the infrastructure still is in good condition."

The city is also working on developing long-term plans for rehabilitating roads.  Higgins said she hasn't received many complaints about the state of the city's roads.
