While explaining 2015 deficiencies, abnormalities and departures from the city's purchasing policy, city manager Matt Noble called the current policy "somewhat cumbersome."

"During the course of the year, admin encountered needs, mostly in the engineering department, that required purchasing expertise that was in many ways foreign to new employees of the organization," said Noble. "Personnel who arrived here were used to a much different protocol for purchasing."

At last week's executive committee meeting, he presented a report on 2015 deficiencies, abnormalities and departures from the city's purchasing policy that took place between Jan. 1, 2015 and Nov. 25, 2015. Noble said he was apprised of deficiencies or abnormalities in the process between Dec. 15, 2015 and Jan. 11, 2016.
