For three years, Alicia Seaborg has never missed paying a water bill.
She moved into her home on the 1600 block of Grace Street on July 12, 2012. According to city records, the water meter stopped working on July 1 of that year. It was stopped for about 995 days.
"I have never been contacted about the stopped water meter until early March 2015," said Seaborg. "I've never once have a city worker request to come into my home for the three years we have lived here to read a meter."
She has been paying water bills over the three-year period. The lowest bill she's paid is $35 and the highest has been $172, she said.
