Of the 12,337 water meters in the city, more than 40 per cent of them are at least 15 years old.

"Certainly as meters age, they do tend to become less accurate. Certainly the ones in our fleet that are over 15 years old will be significantly inaccurate," said Brian Acker, director of financial services.
"If you talk to industry experts, they tell you that after five years, meters do start losing their accuracy, basically because they're a mechanical device and the mechanisms wear down."
