Coun. Brian Swanson was the lone Moose Jaw councillor opposed to incorporating the Buffalo Pound Water Administration Board as a non-profit corporation.
"The reason I requested this agreement be looked at was with respect to the division of capital costs, which I believe are disadvantageous to the City of Moose Jaw," said Swanson. "The proposed agreement says that will be solved by building the cost of capital into the unit price for water, but that is already the situation."
The original agreement included a charge of one per cent per 1,000 gallons to be placed in reserve for future capital improvements.
