If the capital costs of the Buffalo Pound Water Treatment Plant were split based on usage for the past 10 years, the City
of Moose Jaw’s contribution would decrease by $2.92 million, according to a report from city manager Garry McKay. “We have not been using all the water
that we have a right to,” said McKay. “The purpose of this report was to
